The Cairns Regional Council acknowledges the Indigenous people who live within the Local Government Area.  The two Indigenous groups represent the Aboriginal and Torres Strait Islander people.

There is a distinct difference with the two groups both racially and culturally.  All services and programmes provided by the Cairns Regional Council are available to Aboriginal and Torres Strait Islander people.
